On April 4, 2026, a delegation from Shanghai Jianhang Co., Ltd. held talks with officials from the Edo State Ministry of Mines and the Ministry of Agriculture in the state capital, reaching an important consensus on the resumption of the AVA Cement Plant project.
The AVA Cement Plant is located in the limestone mining area of Edo State. Construction of the cement production line, originally designed for a daily output of 1,200 tons, began in 2006 but was suspended in 2015 due to historical circumstances. Following a professional survey by the Jianhang team, it has been determined that the site is suitable for resuming operations. As the lead investor, Shanghai Jianhang plans to invest tens of millions of dollars to restart and upgrade the project. Upon restart, the cement plant is projected to reach an annual production capacity of 500,000 tons in its first phase.
During the talks, the Edo State Government pledged to provide a letter of support and facilitate the necessary administrative approvals for the project, paving the way for the cement plant’s restart. The state government spoke highly of the modern, digital management concepts proposed by Shanghai Jianhang and expressed its willingness to work together to build a modern cement manufacturing base that integrates advanced technology with intelligent management.
The project adopts the “F+EPC+O” (Financing + Engineering, Procurement, and Construction + Operation) model and utilizes Chinese technical standards and process systems. Once completed and put into operation, it will effectively serve multiple states in southwestern and southeastern Nigeria, drive the development of supporting industries, and introduce leading cement production technologies and management expertise.
